Funding is the lifeline for the library collection development. Higher education expenditure decreased by 5. 6 billion yuan from the previous year which is a decrease of 5. 26 % . Meanwhile colleges and universities actively responded to the Ministry of Education 's call on teaching activities initiative to carry out online teaching and research . Teachers and students have more needs to get access to electronic resources. Under the uncertainty of funding, it is important to study user needs and development trends and formulate strategies more reasonably in order to develop library collections more effectively. The paper designs a model for the development of "double-full" literature and information resources based on the full process and full evaluation. Theories and cases were studied from multiple dimensions, such as optimizing the funding allocation system, managing procurement contracts finely, and reforming the construction N0N mode of information resources. It also proposes a number of measures, such as ranking the importance of literature information resources, revitalizing the literature information resources at the school and college levels, standardizing the content of the contract text and the procurement process, negotiating pricing models, and evaluating procurem ent methods. 经费是图书馆文献信息资源建设的生命线,2021年3月25日,教育部2021年部门预 并正式公布,高等教育走出校上一年度减少56亿元,同比减少526%,而高校积极响应教育部"停 课不停教,停课不停学”倡议,在线教学和科研全面开展师生对图书馆电子资源全面保障的需求更 加迫切,在未未经費不确定的形势下,如何未雨锅修预判用户需求与发展态势,如何更为合理地制 定应对策略,从而更有成效地进行文献资源建设,应是研究的重点,文章将构建基于“全流程”和“全 评价"的"双全“文献信息资源建设应对模式,从化化經費分配制度,精细管理采购合同,交平文献信 总資源建设模式等多维度进行理论凝結和案例研究,提出文献信息资源重要度排序,校院两級文献 信息资源盘活,合同文本内容标准化,采的过程规范化,定价模式谈判、采购方式評估等多項出对策 略。本研究同时可为高校图书馆应对经费缩减开展文献信息资源建设提供借鉴参考。 [ABSTRACT FROM AUTHOR]
