Choosing the right member is the key factor for the success of whole process engineering consulting project under the consortium mode. In this paper, from the perspective of leading by design unit, firstly, based on the analysis of the capacity demand of the whole process engineering consulting consortium, the index system for the selection of members of the whole process engineering consulting consortium is constructed;secondly, a decision model for the selection of consortium members is constructed by using the combination of gray correlation and TOPSIS;finally, the case validation shows that the preferred decision index system and model have practical application value and can provide a scientific decision basis for the lead unit to select a suitable alternative partner.
