This paper focuses on the core strategy of whole process consulting project management, combines theoretical analysis and practical cases, and proposes a systematic management framework. First of all, based on the whole life cycle theory of project management, three major strategies of the whole process consulting are extracted: system specification, task decomposition and technology integration. Secondly, taking the Celebration Square project of Chong li District（Ice and Snow Museum area）as the empirical object, the concrete application and effectiveness of the strategy in the project decision-making, design, construction and operation stage are described in detail.
