The structural contradiction between the "fragmented service supply" and the "integrated service demand" in the engineering consulting market presents an opportunity for the development of whole-process engineering consulting. This paper conducts an indepth analysis of typical challenges in applying the whole-process engineering consulting model, including issues related to pricing, risk, early-stage process activities, rights and responsibilities, knowledge management, and synergy. Based on this analysis, and drawing on mature international management experience while considering local conditions, innovatively presents a "1+N+X+Y" billing model framework. Additionally, proposes a series of countermeasures, such as segmenting the pre-consultation phase, adopting a matrix organizational structure, and talent enablement, hopes to further enhance the service capability of engineering consulting enterprises and promote the development of the wholeprocess engineering consulting industry.
