In facing the challenges of globalization and the Fourth Industrial Revolution, the quality of human resources (HR) becomes a key factor in enhancing national competitiveness. However, in reality, a gap still exists between the competencies of vocational training graduates and the needs of the business and industrial sectors (DUDI), particularly in West Java. One of the government’s initiatives to bridge this gap is the Link and Match program, with the Regional Communication Forum for Vocational Training Institutions (FKLPI-D) playing a strategic role as a facilitator between Vocational Training Centers (BLK) and DUDI. Nevertheless, preliminary survey results indicate that the performance of FKLPI-D remains suboptimal, influenced by weak organizational commitment, ineffective governance, and the low effectiveness of the Link and Match program implementation. This study aims to analyze the influence of organizational commitment and governance on the performance of FKLPI-D, with the effectiveness of the Link and Match program as a mediating variable. A quantitative approach is used to examine the relationships among variables, based on preliminary survey findings and vocational high school (SMK) unemployment data in West Java, which reveal a high unemployment trend among vocational graduates. The study is also driven by inconsistencies in previous research findings regarding the impact of commitment, governance, and program effectiveness on organizational performance. The results of this research are expected to provide theoretical contributions to the development of public organizational management science, as well as practical recommendations for the Ministry of Manpower and FKLPI-D administrators in optimizing the forum's function to support the employment of vocational training graduates. By strengthening organizational commitment and governance, and enhancing the effectiveness of the Link and Match program, FKLPI-D is expected to become a key driver in developing competent, adaptive, and job-ready human resources in line with industry needs. Dalam menghadapi tantangan globalisasi dan Revolusi Industri 4.0, kualitas sumber daya manusia (SDM) menjadi kunci utama dalam meningkatkan daya saing bangsa. Namun, realitas menunjukkan masih adanya kesenjangan antara kompetensi lulusan lembaga pelatihan vokasi dengan kebutuhan dunia usaha dan industri (DUDI), khususnya di Jawa Barat. Salah satu inisiatif pemerintah untuk menjembatani kesenjangan ini adalah program Link and Match melalui peran strategis Forum Komunikasi Lembaga Pelatihan Kerja Daerah (FKLPI-D) sebagai fasilitator antara Balai Latihan Kerja (BLK) dan DUDI. Namun, hasil pra-survei menunjukkan bahwa kinerja FKLPI-D belum optimal, yang dipengaruhi oleh lemahnya komitm\en organisasi dan tata kelola yang belum efektif, serta rendahnya efektivitas pelaksanaan program Link and Match. Penelitian ini bertujuan untuk menganalisis pengaruh komitmen organisasi dan tata kelola terhadap kinerja FKLPI-D, dengan efektivitas program Link and Match sebagai variabel mediasi. Pendekatan kuantitatif digunakan untuk menguji hubungan antar variabel, merujuk pada hasil pra-survei serta data pengangguran SMK di Jawa Barat yang menunjukkan tren pengangguran tinggi di kalangan lulusan vokasi. Studi ini juga didasari oleh ketidakkonsistenan temuan dalam penelitian terdahulu terkait pengaruh komitmen, tata kelola, dan efektivitas program terhadap kinerja organisasi. Hasil penelitian ini diharapkan dapat memberikan kontribusi teoretis dalam pengembangan ilmu manajemen organisasi publik serta rekomendasi praktis bagi Kementerian Ketenagakerjaan dan pengurus FKLPI-D dalam mengoptimalkan fungsi forum guna mendukung penyerapan tenaga kerja lulusan pelatihan vokasi. Dengan memperkuat komitmen dan tata kelola organisasi, serta meningkatkan efektivitas program Link and Match, FKLPI-D diharapkan dapat menjadi penggerak utama dalam menciptakan SDM yang kompeten, adaptif, dan siap kerja sesuai kebutuhan industri.
