Budgeting is an instrument for implementing economic, social, and political programs. A sizeable proportion of budgets is spent on purchasing capital assets important to regional development because they allow fair distribution among the provinces. Improved budgeting methods lead to good socio-economic outcomes and foster sustainable local growth. Moreover, integrating the principles of a Circular Economy (CE)—such as resource efficiency, waste reduction, and sustainable asset management— can enhance the effectiveness of these investments, aligning them with long-term environmental and economic goals. However, there is a lack of adequate, complex, and performance-based mathematical models related to the optimal distribution of provincial credits to achieve sustainable development. Existing approaches often fail to adequately address the evolving dynamics between efficiency and effectiveness regarding credit distribution, particularly in the context of sustainable and circular resource utilization. In pursuit of this objective, the present study established a Goal Programming (GP) framework informed by Data Envelopment Analysis (DEA) for the allocation of provincial capital credits to meet the provinces' macroeconomic and social objectives. This framework incorporates CE principles by optimizing resource use and minimizing environmental impact, ensuring that capital investments contribute to a sustainable development trajectory. The suggested model has been applied to the allocation of provincial capital credits in Iran in 2022. The results showed the efficiency of the suggested model compared to previous models, which were used for the distribution of capital credits in the Plan and Budget Organization in Iran. This study’s findings indicate that adopting the proposed model can significantly enhance equity in capital allocation, thereby promoting sustainable development, improving the quality of life in the provinces, and supporting CE goals through efficient asset management.
