East Java Province is a pioneer in the make of governing local regulation of the Corporate Social Responsibility as known as CSR or TSP (Tanggung Jawab Sosial Perusahaan) in Indonesian. Even the Regulation on Corporate Social Responsibility of East Java Province was set on May 10, 2011, compared to the first born of National Government Regulation No. 47 Year 2012 on Environmental and Social Responsibility for Companies was set on 4 April 2012. Policy Formulation Research, entitled on Corporate Social Responsibility (CSR) in East Java, is intended to analyze the patterns of interaction between political actors with interest groups and the stakeholders involved in the policy making process (local government regulation) on Corporate Social Responsibility. Next is to identify and analyze whether Corporate Social Responsibility Policies in East Java has fulfilled the technical feasibility, economic, legal, social and substantive as a condition of the adoption in a policy so that the presence of a particular policy can contribute to equitable development in East Java. This formulation policy research used qualitative methods, which focusing on to learn about interaction between political actors, government actors, and nongovernment organization actors. The primary data was obtained from in-depth interviews with informants representing between actors associated with the formulation of this policy, while the secondary data was obtained from a series of documentation obtained from the relevant authorities. This research concluded that interaction between actors occur in the process of policy formulation, agenda setting, and policy formulation. Interaction between actors at first occurs in dissociative processes, namely the competition between political actors in determining the discussant Commission Regulation on Corporate Social Responsibility. However, after the Commission E designated as discussant Commission, the interaction between actors become to be associative process. Models in Local Government Regulation on Corporate Social Responsibility in East Java are using the group model. Interactions that occur between actors have been identified in Non Decision Making pattern. In this research also found that there are three styles in the formulation of this regulation, namely proactive style, rationalist style, and restrictive style. This research have recommendation that this policies must be firm, not only in the legal formal, but also how to implementing CSR policies inside the local government in East Java Province. The other is about how to formulating reward and punishment for companies which is doing CSR program, this is the way to legitimate this policies in East Java Province. [ABSTRACT FROM AUTHOR]
