Treffer: O USO DA TECNOLOGIA E A MODERNIZAÇÃO DE SISTEMAS PARA A GESTÃO DE OBRAS PÚBLICAS:: UM ESTUDO DE CASO EM CONTAGEM NO QUADRIÊNIO 2020-2023

Processes in public administration are often characterized by bureaucracy and slowness. However, there are ways to respect the legislation and ensure efficiency. Modernization through the implementation of computerized systems brings interesting innovations by providing solutions to known problems. The Municipal Department of Public Works and Urban Services in Contagem operated for many years without digital systems. It is in this context that the partial implementation of computerized systems was proposed and accepted. This work aims to investigate the position of employees regarding the impact of using these systems to optimize public management in construction projects. The work is a case study that relied on a mixed-method methodology and used questionnaire and documentary/bibliographic research techniques. The analysis of the case showed that the change process faced resistance from some employees, but the adoption of these systems had a positive impact and partially met the demands and objectives that were sought. ; Os processos na administração pública na maioria das vezes são marcados pela burocracia e pela morosidade. Todavia, há maneiras de respeitar a legislação e garantir celeridade. A modernização, através de implementação de sistemas de informatização, traz novidades interessantes por proporcionar soluções a problemas conhecidos. A Secretaria Municipal de Obras e Serviços Urbanos de Contagem atuou por muitos anos sem sistemas digitais. É diante deste contexto que foi proposto e acatado parcialmente a implantação de sistemas de informatização. Este trabalho tem o objetivo de investigar o posicionamento dos servidores diante dos impactos do uso desses sistemas para uma otimização da gestão pública em obras. O trabalho é um estudo de caso que se amparou numa metodologia com abordagem mista e que se utilizou das técnicas de questionário e pesquisa documental/bibliográfica.
