We present an adaptable environment for traffic simulation. Rules are divided into several independent layers and those belonging to the same layer are interchangeable, so that it is easy to build a traffic simulator that conforms to the user needs. We have also developed new motion- and lane-changing rules based on the assumption that the driver behavior depends on the road situation and that lane changing minimizes the risk of being jammed at intersections.
