Flooding remains a critical environmental challenge in Edo State, Nigeria, exacerbated by rapid urbanization, deforestation, and inadequate drainage systems. Addressing this issue requires a comprehensive and systematic approach that integrates spatial data and multi-criteria decision analysis (MCDA). This conceptual paper proposes a GIS-based multi-criteria decision framework for assessing flood vulnerability in Edo State. The proposed framework integrates key factors such as topography, rainfall intensity, land use/land cover, soil type, and proximity to water bodies. By combining GIS spatial analysis and MCDA techniques, this framework aims to enhance flood risk management and inform policy decisions. The study also highlights the potential applications of the proposed framework for urban planning and disaster risk reduction in flood-prone areas.
