The objective of the international conference SIIE'2008 (Information Systems and Economic Intelligence) is to create an opportunity for dialogue between private and public actors, researchers and practitioners that have developed some original works on strategic watch and Economic Intelligence (EI). Their testimony on traced experiences and perspectives will be put at the disposition of the community in order to enrich information systems (IS) and their organisations. With the advent of globalisation, we sufficiently observe reel cases of agile organisations in diverse socio-economic sectors. These allow us to note the principal competitive elements of organisations founded on economic intelligence practice, knowledge engineering practice as well as use of information and communication technologies. Indeed, the radiance of new frameworks in these organisations emerges from this nascent enterprise culture. They master the analytical and pragmatic precepts of socio-economic environments, technological environments, etc. The founding example by these organisations is to anticipate the phenomenon issuing from globalisation, threats and opportunities for the protection of technical know-how and innovations. It is through the successful experiences of certain that the contours of EI (technological contributions and resources founded on knowledge and technical know-how) appear. Going from this fact, enterprises, industries, universities and even the government have started investing in this new discipline that plays an essential role in the performance and competitiveness of strategic actions and the control and protection of information which has become a major stake. The question of relationship between information with added value, knowledge and decision is more than ever asked. In this context, EI is a field of reflection as well as a practice that necessitate an approach inter and multidisciplinary in order to be correctly apprehended, with a high level investment by scientific, economic and socio-political actors. A structured set of process, people and tools notably information systems, will allow the translation of an organisation's data into decisional information. By anticipation, EI with its defensive and offensive techniques covers the practices and means that allow understanding and mastering of environment, acting and reacting through a cooperative and collaborative management mode leading to decision making. SIIE'2008 selects the papers on recent researches in this Congruence of domains: Information Systems and Economic intelligence, and brings together junior and senior researchers (at international level) as well as professionals engaged in research. Here we would like to thank the members of the Program Committee and the reviewers of the conference for their efforts in the selecting the papers. They helped us to compile an excellent scientific program. As well, we would like to acknowledge the members of the Organizing Committee for their splendid support of logistics and preparation. Finally, our gratitude goes to the authors by the richness, variety of approaches and practices that have ensured the success of days from 14 to 16 February 2008 in Hammamet.
