The issues of implementation of the competence approach in the system of postgraduate pedagogical education are considered, which is especially relevant in terms of implementation of the state educational policy. The competence approach is considered as a methodological basis for defining educational goals, selecting content, organizing the educational process, and evaluating educational resources. The development and design of the content of postgraduate education is based on the unity of subject knowledge and procedural content, which helps teachers plan their learning activities during the in-service training courses and in the intercourse period, providing an opportunity to experience the effectiveness of such work to improve their own competence. The article defines the educational environment of postgraduate education as a system of influences and conditions for the formation of personality in postgraduate education institutions and the creation of opportunities for development contained in the social, spatial and subject environment. The educational environment includes various types of means and content of education that can ensure the productive activity of course participants. Such an approach to the organization of in-service training involves the creation of personal educational content by each teacher. This article describes methods, forms and means of teaching, the use of which will allow the most optimal implementation of the competence approach in postgraduate teacher education. Preference is given to productive search, problem-based learning methods, and students' project activities. The expediency of transferring the educational process in the system of postgraduate education to the level of personal interaction, which means turning it into cooperation between the teacher and students, is emphasised.
