Treffer: Program evaluation for strategic planning and resource management: An approach for school effectiveness evaluation.

To be successful in this era of continuous reforms, the ability to plan strategically is essential for leaders in school management. In establishing a strategic plan for school management, the practical use of a program evaluation technique, particularly an approach focusing on the effect of each program service as well as the program as a whole, provides precise and specific information about school improvements. The purpose of this study is to explore the conceptual structure of a concurrent program evaluation approach that provides a guide for the strategic planning of resource management by prioritizing the effect of program components and activities.
